Support bitbanging on 64-bit ARM CPUs.

The configure.ac file restricted this to only 'arm' CPUs, but
${host_cpu} is 'aarch64' (not 'arm') for 64 bit ARM CPUs.

Tested on a Raspberry Pi compute module 3.
