efm32: add EFR32ZG13P and EFR32ZG14P parts

This adds the EFR32 Zen Gecko Family parts. The device family values are
found in table 4.7.11 of
https://www.silabs.com/documents/public/reference-manuals/efr32xg14-rm.pdf.
